Hongkong South Development Scheme.

As requested by your letter of the 5th.Novem- -ber, 1915, (1988/13) we beg to submit a Bill to be brought before the Legislative Council authorising the construction of a tramway or light railway and providing for its running and working as provided by clause 2 of the Agreement which has been approved by the Legislative Council and the Secretary of State, and for other purposes connected with the said

agreement.

As the matter is complex we submit this as a

tentative draft which may serve as a basis of discussion bet-

-ween the Government and the promoters, and we wish to be

allowed to intro tuce mendments of any such should be deemed

dewirable.

We regret that this draft was not submitted

last week as requested by you, the occurrence of the holidays,

and pressure of work at the end of the year led to the over-

-sight.
